The production of Russian-made electric trains for the High-Speed Railway (HSR) is organized at the "Ural Locomotives" plant. The project was launched in March 2024 by Russian President V.V. Putin.

Five new facilities will be built at the enterprise by the end of the year 2026 specifically for the production of unique Russian rolling stock. The complex will include: a production building for the formation of body components, a building for the commissioning of electric trains, a traction drive test center, a design center and an administrative building.

The total investment in the organization and equipping of the production of high-speed electric trains (HST) will amount to about RUB 40 billion. The investment program is implemented using government support measures. The partners are the State Development Corporation VEB.RF and the Industrial Development Fund. The upgrade of production facilities at the expense of the investment program will enable "Ural Locomotives" plant to produce up to 144 cars of high-speed electric trains per year.

The pool of suppliers of key components for the organization of mass production of HST has already been formed. It is planned to include over 150 suppliers of components from 36 regions of Russia in the production cooperation.


The aerodynamic shape of the new rolling stock with a minimum drag coefficient will reduce noise in the cabin and power consumption in operation. The use of an extruded aluminum profile as the main structural material will reduce the weight of the train, and the use of a domestic traction drive with a total capacity of 10 MW will ensure speeds of up to 400 km/h on specialized railway infrastructure. The high-speed electric train is designed to be dual-voltage, which will expand its scope of application and allow passengers to be transported on railways electrified with any type of current.

The Moscow–Saint Petersburg section was chosen as the first route for the high-speed train. The eight-car electric trains, which have four classes of service, will accommodate over 450 passengers (the figure may vary if the classes of service in the cars of the electric train are changed). The possibility of operating in a dual mode (8+8 cars) will double the total capacity of the train. The first two new generation trains will be handed over for testing and certification in the year 2027.
